For many years, Rich has been involved with developing technologies for mass transit fare collection operations. Rich Lobron is currently a Consultant with WSP-USA. In this role, he assists in crafting programs for implementing revenue management and customer service programs for transportation agencies in the transit and highway arenas. He also provides advice on quality control and quality assurance matters. Prior to his service with WSP, Rich was a Principal with the firm of LCL Advisors, Inc from Berwyn, PA. At LCL, he assisted many governments and corporations in evaluating business management practices, crafting innovative financing structures and implementing new technologies. As Director of Business Development at Conduent, he provided guidance in delivering that firm’s efforts to deliver state-of-the art technologies to agencies around the nation. As Chief – Northeast Corridor Infrastructure and Investment Development for Amtrak, he led that firm’s efforts to apply new tech into the management and operation of the nation’s fastest railroad and as Director for Strategic Technologies the Metropolitan Transit she designed and implemented technologies such as an early smart card system and a HOT Lanes highway tolling program. He has also served as Deputy CEO for the Port Authority of New York and New Jersey and Deputy CFO for SEPTA – the regional transit operator of Philadelphia. Rich also served as a special advisor to the Federal Transit Administrator in Washington, DC. and the Governor, State Treasurer and Transportation Commissioner of New Jersey. Rich is a former Chair of the Fare Collection Committee of APTA and has been involved with international forums on smart card implementation for the International Union of Railroads He led the APTA Standards Committee in forming a standard for magnetic stripe technologies and has also authored several publications on topics related to revenue management and financial management, including several publications for the US Transportation Research Board. Rich is a Professor of Practice with Penn State University’s Rail Transportation Engineering Program and an Adjunct Professor in International Business for Temple University. He holds a Lean Black Belt in Six Sigma Quality Management and has also held a Project Management Professional certification. Rich is also a Senior Advisor for Econsult Solutions, an international economic study group based in Philadelphia and a member of the Futures Group for the Delaware Valley Regional Planning Commission addressing smart cities solutions.
